REGARDING THE PLANS TO FIX THE WATER ISSUE.

With
the previous discussion regarding the water supply and water cleanliness of the
population of Tuklas Street, Mabulo, Malolos, Bulacan, it is only just to
question the plans and insights of the officials leading the street.
We asked Tuklas Street community officials
about their long-term water supply issues through our survey. This allows us to
identify the reasons why there is still no solution to this issue. The
responses we received are listed below:

The usage of motor is expensive, especially
for the lower class. If everyone were to use motors, there would be an
insufficient water supply for the motor to function properly. The street of
Tuklas has created their own schedule on whose turn it is to use the motor
pump. ·
There is apparently a plan appointed to them
by a political figure (unknown), but as of today it is still a mystery if the
plan is real or not. There
is also a water shortage on the entirety of Mabulo due to a construction
regarding the sewage drains. ·
The problem worsened to the point that it
became an every day struggle around 5-6 years ago. |

There used to be a plan to have budgeting for
water pumps across the Tuklas street, unfortunately the old President of the
street died, along with it the plan to have water pumps for everyone. ·
The problem was already brought upon the
barangay officials, the only problem is that the barangay officials wants a
petition from the population of Tuklas street to start looking on the water
issue. ·
According to the interviewee, the water
problem already existed the moment he started to live on Tuklas street on
2004-2005, and only worsen continuously the more people started to live
there. |

The water tubes that runs down to the entire
street are small and compact, which is a factor on the slow flow of water to
the area, and it can cause water motors to drain the rest of the water away
from other houses. They have already brought up the issue to the Kapitan, but
no plans or promises were given to them. The usage of pumps were given their
own schedules, to ensure that every house has the opportunity to use their
water motors to get water to their houses. ·
Regarding the need to have a petition of the
population in the street for barangay to act, they have already submitted a
petition but up until to this day there was no follow-up news. ·
The current President (the interviewee) used
to be the Vice-President before the previous President died 2 years ago.
There used to be a plan to have budget for the water pumps, and a plan to fix
the water issue (not disclosed). According to the interviewee, the problem rose
3 years ago, and up until now there are no actions done. Added to that, their
water meters continue to rise even though there is no water running. Petitions
to fix the water issue was already brought up to the mayor, but once again
they were ignored continuously. |
Conclusion:
To conclude the survey, the
primary problems of the citizens of Tuklas Street, Mabolo, Malolos Bulacan, are
the lack of stable water supply, the lack of initiative from officials, coupled
with the lack of formal complaint or petition from the citizens in order for
the case to be presented to the public officials, alongside the need to use
motor pumps to gather water supply and the running water's nature of only being
present when it is midnight to near dawn continuously bothers the people of
Tuklas Street.
These factors, lead to some citizens stealing
water by dislodging their own water meters, only for some to still be unable to
gather water supply from Prime Water. The motors or pumps they are using are
also prone to burning out or getting damage if two users are simultaneously
using respective pumps of their own.
The cries of help from the
President of the area, the other officials from Tuklas, and its own people will
not be heard without the citizen's cooperation to sign the said petition. With
that being said, Tuklas and its citizens will continue to be plagued by the
problems presented from earlier without their own initiative and cooperation
from each side; so be it the people, or the officials.
