Introduction

  We have conducted our survey in the coastal municipality of Obando, Bulacan, in barangay Binuangan. It is an island where the project of San Miguel Corporation (SMC), New Manila International Airport or Bulacan National Airport is being constructed nearly at. Since the project commenced in the area, various problems were faced by the residents of Binuangan which became the foundation of our questions in the survey. With this, we are able to identify other underlying issues related to the construction of the said airport besides the main problems the community is experiencing.

Summary 

The Local Government Unit of Barangay Binuangan recognized fishing industry  as a gateway of their community’s socio-economic development. While most of local officials would strongly support infrastructural  projects, authorities of Binuangan tells us otherwise. Like the citizens of the community, local officials recognize New Manila International Airport being built near their barangay as the biggest problem of their community. Despite the positive effects such as additional government revenues and local job opportunities, this project is receiving strong opposition from the LGU. Local officials believe that this form of development will paralyze the livelihood of the entire community and will result to the destruction of fishing biodiversity.
